I applied for that office and I would ask Your Lordship's kind attention to the answer of Sir Hercules Robinson, the Governor of Mauritius, in which after acknowledging the indefatigable and able manner in which I had performed my duties, His Excellency stated that he hoped a fitting opportunity would occur for testifying the approval of my conduct by Government.
Notwithstanding this promise and the frequent testimony borne to my conduct and abilities by my superiors in Mauritius, I received no recognition of my services until the year 1882, when I was appointed to the post here.
With respect to the manner in which I have discharged my duties in Hong Kong, it is sufficient for me to state that shortly after my arrival here, I became Acting Puisne Judge, and that after filling that office for nearly a year, I was appointed Acting Attorney General.
Both of these situations, I submit, I have filled with credit, and to the satisfaction of Government and the public. Sir W. Marsh, on retiring from administering the Government, bore strong testimony in a despatch to Your Lordship of the manner in which I discharged the duties of Acting Attorney General, and Your Lordship, in acknowledging this despatch, promised that my claims would be borne in mind.
